County Judge Terry Shamsie told county commissioners last month he expects the county to have a healthy surplus for the next five years - $13 million to $14 million is a conservative estimate, he said - and asked them to think about what they wanted to spend it on. They decided Wednesday to put the money toward building an arena in the middle of the Robstown fairgrounds, next to the soon-to-be-built show barn. Advertisement "This has been a goal that the commissioners court, over several courts, has had as a priority, contingent on funding," Commissioner Oscar Ortiz said. The court has taken care of all the basic needs of the county - road improvements, pay raises and enough money in the general fund to cover emergencies. Now, he said, the commissioners can turn their attention to something new. The arena budget is to be between $20 million and $25 million, which will primarily come from the surplus. The difference will be made up by corporate sponsorship and money left over from the county roads project. The county issued bonds to pay for the show barn. There's still a lot of planning to be done, but John Michael, the project manager for the fairgrounds, said the Heritage Center likely will be about 4,000 square feet, with room to seat about 4,000 people. The inner ring, he said, will be big enough to fit three basketball courts in to allow plenty of room for events such as rodeos and livestock shows. And unlike the American Bank Center arena - which seats about 7,500 - the seats will be plastic and the floor often dirt. "It's a big barn," Michael said. "It will be a nice building, but it's largely a place for equestrian-type events." Shamsie said the Heritage Center will have its own niche to fill and isn't meant to compete with American Bank Center. "It's a different market place," he said. "You're probably not going to have tractor pulls downtown. It's like someone who drives a Jaguar and someone who drives a Ford." Marc Solis, general manager for American Bank Center, agreed. "What we're doing is totally different from what they have in mind," he said.
